India: Building Code
Summary
India’s energy code for commercial buildings is based on ASHRAE 90:1; however it has been amended to suit the varying range of climatic conditions within India. The code is voluntary until made mandatory by individual state governments. Energy performance is regulated through prescriptive requirements for the thermal envelope and performance requirements for HVAC, hot water, lighting and auxiliary systems. The code allows a prescriptive path or simulated (baseline building) calculation to show compliance.
The first energy code for commercial buildings in India was the 2007 ECBC. In 2008, the code was updated to include buildings with a connected load of 100kW and above as compared to 500kW and above requirement in the 2007 version , which was updated in 2008. Asversion. As of 2012, two states ten of the twenty-eight states in India have made the ECBC mandatory and six others have initiated the amendment/notification process for mandating the Code.. The current code and surrounding policy systems encompass dynamic initiatives including efficiency requirements for most systems, bio-climatic design, commissioning of HVAC systems, mandatory renewable energy (solar hot water) requirements for specific building types and special efficiency requirements for public buildings.

Annual energy use for the purposes of the whole building performance method shall be calculated in kilowatt-hours (kWh) of electricity use per year. Administration and enforcement of the Code is carried out by the local Authority. Although the compliance and enforcement process may vary somewhat with each adopting jurisdiction, the enforcement authority is generally the building department or other agency that has responsibility for approving and issuing building permits. -

When non-compliance or omissions are discovered during the plan review process, the building official may issue a correction list and require the plans and applications to be revised to bring them into compliance prior to issuing a building permit. Commissioning requirements
After completion of construction, the contractor and/or designer should provide information to the building operators on maintenance and operation of the building and its equipment. Although only minimal completion and commissioning is required by the Code, most energy efficiency experts agree that full commissioning is important for proper building operation and management. -
