The content discussed how to go about developing policies that prioritised energy efficiency for building by consulting with key stakeholders. The purpose of the slides is to teach emerging professionals in the emerging economies about how targets and policies can be used in tandem to meet energy and development goals. This course will provide examples of how targets have been created to meet targets and how country goals can be met by setting targets and complementary building energy efficiency policies.

Buildings currently account for over 35% of Vietnam’s total energy consumption. Buildings codes could result in 30-40% buildings energy savings. The Vietnam Building Energy Code (VBEEC) was introduced in 2013 and now scheduled for revision in 2016.

In 2016, Pacific Northwest National Laboratory (PNNL) provided the following key recommendations for the revision of the Vietnam Building Energy Efficiency Code (VBEEC):

In the absence of a strong national code or a gap between code adoption and implementation, cities can take initiative. One option is to engage with international platforms and forums.

With this Communication, released in February 2016, the European Commission presents the first strategy to optimise buildings' and industries' heating and cooling in order to tackle the massive use of energy, particularly fossil fuels, in the sector. Heating and cooling accounts for 50% of the energy consumption in the European Union, and renewables account for just 18% of this.

The Pacific Northwest National Laboratory (PNNL) is a leading organization globally on building energy codes and standards. PNNL has served as the technical lead for DOE’s Building Energy Codes Program in the U.S. and worked on building energy codes in many countries including Vietnam, India, China, and Russia.

This presentation shows a brief overview of some of the principles and practices and stakeholder engagement related to building energy codes. It also includes a brief example of the Australian government that has engaged in code assessment. There's a commitment to continually engage with stakeholders, both through the development and revision process, technical committees, working groups, and the stakeholder surveys that they've done recently to understand implementation.

European legislation makes nearly Zero-Energy Buildings (nZEBs) a standard by 2020. The technology is available and proven; however, the large-scale uptake of nZEB construction and renovation remains a challenge. ZEBRA2020 monitored the market uptake of nZEBs across Europe and provided data and knowledge on how to reach the nZEB standard. This information was structured and analysed to derive recommendations. ZEBRA2020 covers 17 European countries and almost 90% of the EU/EEA building stock and population.

Green Public Procurement (GPP) is an important tool to achieve environmental policy goals relating to climate change, resource use and sustainable consumption and production – especially given the importance of public sector spending on goods and services in Europe.

The content of these slides was to identify, prioritise and quantify these policy options for interventions to rapidly increase energy efficiency during the change of government and the incoming government. The purpose is to teach emerging professionals in the emerging economies about building energy efficiency policies that can be used to reduce energy use in buildings. Energy is a complicated topic, and energy performance can also be challenging to determine. This book is about understanding and shaping energy performance of an entire economic sector, using the residential sector as the example, although not at a detailed level. The historical record of attempts to reduce energy use or carbon emissions of countries and the world is primarily one of failure. Should the response to continued failure be to continue to do more of the same? Insanity is sometimes defined in such a manner.

Building energy codes lay out the minimum requirements for the envelope (insulation, windows and air sealing), mechanical equipment and lighting of a building (residential and commercial) in terms of energy efficiency/conservation for new construction or major renovations. National model energy codes are updated every three years to incorporate continual improvements in building efficiency in a collaborative, transparent process by a diverse group of stakeholders.

China has made energy conservation and energy efficiency one of its top priorities as a means of guiding its economic and social development. In the past three decades, while China’s economy increased eighteen‑fold, energy consumption increased only five‑fold. The energy intensity of China’s GDP declined by about seventy percent during the same period. In the face of resource and environmental constraints, China vowed to make energy conservation a foundation of its economic and social development strategy, as well as its energy and climate change strategy.

Policies that promote green growth need to be founded on a good understanding of the determinants of green growth and need to be supported with appropriate indicators to monitor progress. This book is an update of the 2014 edition.

Delivering the quality of growth to which citizens aspire requires concerted action across countries and within ministries invested in green growth – finance, economy, industry, trade and agriculture, among others.

The purpose of the framework is to create a clear and coherent climate policy.

The slides presented a case study about the impact of carbon policy changes in NYC on the existing buildings and energy code in NYC. 

As a result, several other existing building codes and policies in NYC has to be amended accordingly:  

The Green Building Council of Australia with the Property Council of Australia, Australian Institute of Refrigeration, Air Conditioning and Heating (AIRAH), Energy Efficiency Council, Facilities Management Association of Australia, City of Sydney, City of Melbourne and CitySwitch have produced a policy framework addressing the potential opportunities presented by increasing the energy efficiency requirements for mid-tier buildings.

This book uses energy and economic models to assess the potential for further energy-efficient improvements in the transport, building, industry and power sectors of China. The report starts with a modelling assessment of the role of energy efficiency in supporting China to achieve its Intended Nationally Determined Contribution (INDC) of reaching a peak in its greenhouse gas (GHG) emissions by around 2030.

Economic development will lead to higher demand for various end-use goods and services in India. Energy-efficient technologies provide a way forward to achieve economic growth at relatively lower costs due to associated multiple benefits such as resource conservation, lower energy consumption, higher productivity and lower emissions intensity per unit of output.
