Green building has received increased attention over the past decade from both environmental economists and policymakers. While there is no single definition of “green buildings” or its related policy, researchers and organizations tend to emphasize resource efficiency in building and reducing the impacts of buildings on human health and the environment.

A range of sustainability rating tools for buildings exist in Australia. In setting sustainability standards for Council buildings, this policy primarily references the GBCA’s holistic design framework and assessment tool ‘Green Star - Design and As Built’ , which is widely used in the commercial and local government sectors and considered the most appropriate tool for Council buildings.

This report is the first report of the ‘Energy Savings 2030’-project which seeks to help the Coalition for Energy Savings to produce a robust and timely input to the 2030 policy discussion. It brings together and summarises recent empirical evidence on costs and benefits of energy efficiency measures. The evidence gap in terms of reliable ex-post data is well known. In the majority of cases results from ex-ante modelling studies inform the debate. The research carried out for this report confirms the persistent gap in publicly available ex-post evaluations of energy efficiency programmes.

A policy toolkit for global mass heat pump deployment

Heat pumps are relatively simple appliances. They share similar components to refrigerators and air conditioners and effectively move an external source of heat to where it is needed, such as in buildings for heating or the production of hot water. Their key value is efficiency; for each unit of electricity consumed to operate them, they produce multiple units of usable heat. Because of this, they require much less energy input for a similar heating outcome compared to combustion technologies, making them naturally cleaner and generally cost effective to run.
