New York: Renovation Policy

Summary

New York State has an energy efficiency portfolio standard target for all of its buildings.  Energy savings targets are planned every three years with a goal of reducing the state’s energy consumption in building energy use by 15% by 2015.  New York’s overall national policy goal is to reduce GHG emissions by 5% below 1990 levels by 2010, 10% below 1990 levels by 2020, and 80% below 1990 levels by 2050. New York State offers tax credits and bonds that encourage energy efficiency investment. Home energy improvements are exempt from property taxation up to the amount that the improvements increase the value of the home. Electricity and natural gas efficiency programmes are run by the utilities and New York State Energy Research and Development Authority (NYSERDA), and have achieved significant energy savings in past years.  NYSERDA acts as New York’s one-stop solution centre, providing individuals with advice and guidance on energy efficient design, finance and solutions for reducing their home’s energy consumption.

The Policy Tool for Renovation highlights five key areas where New York’s Renovation Policy Package excels: overall country reduction targets, incentive schemes, utility-funded energy efficiency programmes, market development schemes and training and education campaigns.

Although the energy consumption in New York’s has fluctuated over the studied period, there is a clear downward trend for all studied indicators.  This makes New York a prime candidate for our study.  Alongside the downward trend of the consumption criteria the GDP is showing a clear upward trend.  The population of New York is estimated to be 19.6 million (U.S. Census Bureau, 2012).

Regulatory Measures

Overall Target

New York has a policy goal to reduce GHG emissions by 5% below 1990 levels by 2010, 10% below 1990 levels by 2020, and 80% below 1990 levels by 2050.

Renovation Targets for Residential Buildings

New York has an energy efficiency portfolio standard target for all of their buildings.  Energy savings targets are planned every three years with a goal of reducing the state’s energy consumption by 15% by 2015.

Renovation Targets for Public Buildings

Issued in 2012, the Executive Order No. 88 superseded earlier building requirements, requiring  for all state facilities to improve their efficiency by 20% by 2020. All of New York’s state facilities will be benchmarked in the ENERGY STAR Portfolio Manager tool, the results of which are published online as part of Build Smart NY.

The New York Power Authority (NYPA) plan to finance around $800 million in cost-effective energy efficiency projects over four years from 2012. The finance aims at reducing energy consumption to the levels specified in EO88.

Building Assessment

Building Code Requirements for Renovations

New York’s Energy Conservation Construction Code (2010) is updated every 3 years.  It allows the user to choose whether or not they want to use a performance or prescriptive path.  There is currently no overall performance frame methodology included as a requirement.

Labelling Schemes

New York does not have a mandatory labelling scheme in place but does have a voluntary system set up called the Home Performance with Energy Star. Certification is based on an energy audit that includes recommendations for improving the building.

Incentive Schemes

The Weatherization Assistance Programme funded by the U.S. DOE, provides funding to low-income households to conduct energy efficiency renovations and upgrade measures. There is other funding is offered in New York through NYSERDA and utilities. 

Households are entitled to comprehensive efficiency retrofits funded by under the Home Performance with Energy Star programme.

Taxation Mechanisms

Home energy improvements are exempt from property taxation up to the amount that the improvements would increase the value of the home. Properties that are eligible include single-family to four-family dwellings. The exemption applies directly to a variety of equipment and measures.

Economic Instruments

Utility-Funded Energy Efficiency Programmes

All energy efficiency programmes in New York are funded by a system benefit charge that is paid for by customers through their utility bills. NYSERDA is the New York State Energy Research and Development Authority.  NYSERDA implements energy efficiency programmes in all regions of the state and utilities receive incentives for working with NYSERDA to achieve the annual goals for energy reduction. Up to 100% of the cost may be covered for low-income residents.

Market Instruments for Energy Efficient Renovations

The penetration of ESCOs in the residential sector is limited, with ESCOs mostly covering government buildings and public and private schools.  There is a statewide goal of a 15% reduction by 2015, set by New York State, but utilities are not obliged to meet this goal. However, incentives given to the utilities who achieve annual goals.
