The International Partnership for Energy Efficiency Cooperation (IPEEC), in partnership with the Global Building Performance Network (GBPN) and Pacific Northwest National Laboratory (PNNL), recently completed a new report on key areas for international collaboration on building energy code implementation.
This report presents the outcomes of a pilot study exploring how the building and planning system is delivering a sustainable built environment in Australia. It identifies four key issues emerging from the research highlighting both the challenges and opportunities in implementing ESD in the built environment in the Victorian context. These are: 1) the gap between the planning and building system; 2) weaknesses in the planning system; 3) governance, inconsistencies, and coordination; and 4) improving the system – networks and advocacy.
Reliably reducing the emissions in the building sector plays a crucial role if the 1.5°C climate target from the Paris Agreement is to be met. The observed trends show a significant increase in building energy use, especially in emerging economies. Counteracting these trends is absolutely essential, especially in the light of urbanisation, population growth and changing lifestyles. In terms of mitigating the climate impact of buildings, ensuring high levels of efficiency (i.e.
Buildings are the focus of European (EU) policies aimed at a sustainable and competitive low-carbon economy by 2020. Reducing energy consumption of existing buildings and achieving nearly zero energy buildings (NZEBs) are the core of the Energy Efficiency Directive (EED) and the recast of the Energy Performance of Building Directive (EPBD). To comply with these requirements, Member States have to adopt actions to exploit energy savings from the building sector.
This paper introduces the major state-level regulations and policies for improving energy efficiency in buildings. The purpose of the review is to discuss the challenges and issues in policy implementation and the latest trend in adopting innovative instruments. The implementation of customer efficiency programs increasingly incorporates non-price instruments to encourage participation and deep savings. States pay attention to not only code adoption and update but also compliance and evaluation.
