This report presents the outcomes of a pilot study exploring how the building and planning system is delivering a sustainable built environment in Australia. It identifies four key issues emerging from the research highlighting both the challenges and opportunities in implementing ESD in the built environment in the Victorian context. These are: 1) the gap between the planning and building system; 2) weaknesses in the planning system; 3) governance, inconsistencies, and coordination; and 4) improving the system – networks and advocacy.
This study examines the sources of evidence that influence decision-makers who design or develop office buildings, and aims to explain why some managers engage more in evidence-based practice (EBP) than others. A mixed methods approach is conducted that combines quantitative results from 187 senior managers in the built environment and qualitative data from 18 interviewees. The respondents evaluated the use and trustworthiness of different sources of evidence, followed by an assessment of practitioners’ adoption and understanding of EBP.
The review of policies being implemented in China, the EU, India and the US presented in this report has also identified some key challenges that we must address if we are going to realize the mitigation potential of the building sector. Chief among these is the need to improve our monitoring of the impact that our policies are having. Lack of measured and verifiable data on the influence of policies on building energy performance currently hampers our ability to assess and continuously improve their effectiveness.
This project, “International Review of Residential Building Energy Efficiency Rating Schemes”, is the fifth project in a series of work conducted through the Building Energy Efficiency Task Group (BEET), under the International Partnership for Energy Efficiency Cooperation (IPEEC). This project report presents key governance and administrative considerations in the design of energy efficiency rating schemes, available information on the cost-effectiveness and market impact of rating schemes, barriers to uptake of schemes and lessons learned from the implementation of schemes.
Energy efficiency policies have the unique capacity to contribute to a more sustainable energy future at an economic net benefit even when co-benefits are not included in the evaluations. The UN Sustainable Energy for All initiative aims to double the global rate of improvement in energy efficiency by 2030.i Efficient buildings are vital to achieving sustainable development because they align economic, social, and environmental objectives, creating triple bottom line benefits. However, the scale and pace of current actions around the world are insufficient to transform buildings into engines of the sustainable, energy efficient economy. This second-edition report reviews government policy options that can accelerate building energy efficiency improvements.
The Dutch Government stimulates the application of energy efficiency measures to reduce the energy requirements of buildings, which are responsible for about 20% of the Dutch CO2 emissions. For our assessment, we followed a qualitative approach, due to a lack of data. We reviewed the mix of policy instruments and used stakeholder surveys and interviews. We found that energy use is not very likely to decline fast enough to achieve the Dutch policy targets for 2020. For new buildings, the policy mix works well, but its contribution to the policy targets is limited.
Nowadays, energy efficiency (EE) is presented as a reliable strategy towards sustainable development, but its application has not been developed equitably worldwide, since most EE policies have been implemented in industrialised nations, and developing countries are still in the process of improving their EE levels.
Contemporary societies are facing a broad range of challenges, from pressures on human health and well-being to natural capital depletion, and the security of food, water and energy. These challenges are deeply intertwined with global processes, such as climate change and with local events such as natural disasters. The EU's research & innovation (R&I) policy is now seeking to address these challenges from a new perspective, with Nature-Based Solutions, and turn them into innovation opportunities that optimise the synergies between nature, society and the economy.
Pursuing economic targets of job creation, growth, and innovation while tackling global environmental challenges, has long been seen as impossible. However, any long-term economic competitiveness and security depends on the extent to which natural resources are used sustainably. Therefore, the European Union is investing in nature-based solutions to achieve this double goal. The difference between the prevailing economic model and a sustainable resource use has long seemed insurmountable.
Nature has provided humankind with food, fuel, and shelter throughout evolutionary history. However, in contemporary cities, many natural landscapes have become degraded and replaced with impermeable hard surfaces (e.g., roads, paving, car parks and buildings). The reversal of this trend is dynamic, complex and still in its infancy. There are many facets of urban greening initiatives involving multiple benefits, sensitivities and limitations.
Nature-based solutions (NBS) are increasingly applied to guide the design of resilient landscapes and cities to enable them to reach economic development goals with beneficial outcomes for the environment and society. The NBS concept is closely related to other concepts including sustainability, resilience, ecosystem services, coupled human and environment, and green (blue) infrastructure; however, NBS represent a more efficient and cost-effective approach to development than traditional approaches.
Increasing urbanisation, changing disease scenarios, and current predictions of climate change impacts require innovative strategies for providing healthy and sustainable cities, now and in the future. The recently coined concept, Nature-based solutions (NBS), is one such strategy referring to actions that are inspired by, supported by, or copied from nature, designed to address a range of environmental challenges.
While energy efficiency can contribute significantly towards improving access to modern energy services, energy sector investments in many developing countries have largely focused on increasing energy access by increasing supply. This is because the links between energy efficiency and energy access, is often overlooked. This oversight of energy efficiency is frequently a missed opportunity, as efficiency is often a very cost-effective energy resource.
Addressing housing-related energy consumption and emissions is a challenge in many countries. Low-energy housing, e.g. whole house retrofits and zero-energy new houses, is still rare in the United Kingdom, yet very much required to reduce emissions. This paper contributes to research on low-energy housing by adding new empirical material through analysing how specific drivers linked to knowledge, public policy and intermediary actors can influence successful projects.
