Residential energy efficiency interventions are complex social and construction programmes that may benefit health, yet the interactions between the material improvements, health and health-related outcomes, and householder responses are not well understood. While indoor winter warmth and householder satisfaction have been identified as the key mediators for physiological, mental and social health outcomes, this paper explores how programme contexts may have influenced the outcomes. This review revealed that common target populations were low income households, children and the elderly.

This paper contrasts two perspectives on energy efficient home renovations from applied behavioural research on energy efficiency and from sociological research on homes and domestic life. Applied behavioural research characterises drivers and barriers to cost-effective renovations, and identifies personal and contextual influences on homeowners’ renovation decisions. Research findings inform policies to promote energy efficiency by removing barriers or strengthening decision influences.

The white paper puts forward recommendations for the coordinated enhancement of policies, codes, and regulations. It lay out a framework for guidance for the Ministry of Housing and Urban Affairs (MoHUA), the Ministry of Health and Family Welfare (MoHFW), and the Review Committees of the Bureau of Indian Standards (BIS) for the National Building Code (NBC), to harmonise their actions for healthy affordable housing in urban areas.
