This project, “International Review of Residential Building Energy Efficiency Rating Schemes”, is the fifth project in a series of work conducted through the Building Energy Efficiency Task Group (BEET), under the International Partnership for Energy Efficiency Cooperation (IPEEC). This project report presents key governance and administrative considerations in the design of energy efficiency rating schemes, available information on the cost-effectiveness and market impact of rating schemes, barriers to uptake of schemes and lessons learned from the implementation of schemes.

Measures to reduce energy consumption and decrease CO2 emissions in the buildings sector have been on the political agenda for years. To support the efforts of both private and public property owners and in pursuit of carbon reduction policy goals, KfW has been promoting investment in energy saving and CO2 reduction since the beginning of the 1990s. These activities target an important element of the German Federal Government’s autumn 2010 energy concept [BMWi, 2010].

The review of policies being implemented in China, the EU, India and the US presented in this report has also identified some key challenges that we must address if we are going to realize the mitigation potential of the building sector. Chief among these is the need to improve our monitoring of the impact that our policies are having. Lack of measured and verifiable data on the influence of policies on building energy performance currently hampers our ability to assess and continuously improve their effectiveness.

The contribution of buildings to climate change has become widely acknowledged. On 3 December 2015, the United Nations Environment Programme (UNEP) held the first ‘buildings day’ at COP 21 (the UN Climate Change Conference) devoted to the decarbonization of the building stock. There are several forms of negative contributions that buildings make to climate change, but high on the list are embodied and operational energy demands, which largely depend on fossil fuels and result in greenhouse gas emissions.

A majority of carbon dioxide is emitted from cities. However, due to the complexity of urban energy consumption behaviour and lack of sufficient data, the influencing mechanisms of urban energy efficiency has not been fully understood. This paper presents a systematic study to identify the key energy efficiency drivers related with major urban performance aspects, such as R&D, livability, etc. First, the performance indicators of 25 global cities are collected from the Global Power City Index (GPCI) report and other data sources.

Globally, building energy regulation has been an effective policy instrument for reducing energy use and carbon emissions. In Australia, the majority of regions address building performance through the National Construction Code. However, in 2004 the New South Wales government introduced a planning instrument called the ‘Building Sustainability Index’, known as BASIX. Until now there has been limited investigation of this sustainability index approach compared with addressing issues individually through building standards.

This article is concerned with a comprehensive analysis of building energy efficiency policies in light of improvements in energy performance, living standards and climate change mitigation in China's built environment. In recent years, China has added about 1.7 billion square meters of new floor space in both urban and rural areas on an annual basis. In 2010, the total area of existing buildings in China was approximately 48.6 billion square meters, nearly twice the total of existing buildings areas in the European Union.

Reducing energy consumption of existing buildings and achieving nearly zero energy buildings (NZEBs) are the core of the Energy Efficiency Directive (EED) and the recast of the Energy Performance of Building Directive (EPBD). This paper reviews the empirical literature that provides a correlation between the different barriers to energy efficiency and consumer behavior related to two domains. It evaluates behavior related to energy curtailment, which represents routine, repetitive effort to decrease consumption on a day-to-day basis. It also considers behavior related to investments, which are one time actions such as purchasing new energy efficiency technologies. The paper also reviews the existing literature that assesses the effect of policies on energy use and investment in energy efficiency technologies.

This report sets out the positive and negative impacts of improvements in energy efficiency in buildings that could come about through a recast of the Energy Performance Buildings Directive (EPBD). Successive studies have shown that energy efficiency offers many of the most cost-effective options for meeting global emission targets. In many cases, energy efficiency measures have been shown to be ‘negative cost’, meaning that it would be economically advantageous to implement them.

Energy efficiency is a complex concept which is represented in diverse fields including engineering, economics, energy, computer sciences, environmental sciences, mathematics and physics. The social sciences literature on energy efficiency, however, remains significantly underrepresented, comprising just 2.6% of the total energy efficiency literature found in this study. Energy efficiency is an important energy policy strategy globally to reduce energy consumption, secure energy supply, and reduce greenhouse gas emissions.

System dynamics modeling for urban energy consumption and CO2 emissions: A case study of Beijing, China

It is clear that city must be part of the solution if an urbanizing world is to grapple successfully with ecological challenges such as energy depletion and climate change. A system dynamics model was developed in this study using STELLA platform to model the energy consumption and CO2 emission trends for the City of Beijing over 2005–2030. Results show that the total energy demand in Beijing is predicted to reach 114.30 million tonnes coal equivalent (Mtce) by 2030, while that value in 2005 is 55.99 Mtce, which is 1.04 times higher than the level in 2005.

The recast of the Energy Performance of Buildings Directive (EPBD, 2010/31/EU) requires Member States to introduce minimum energy performance requirements for buildings, building elements and technical building systems and set these requirements based on a cost-optimal methodology. This methodology introduces – for the very first time – the prerequisite to consider the global lifetime costs of buildings to shape their future energy performance requirements.

A new analysis framework is developed and applied to assess the benefits of building energy efficiency policies and programs. One of the main advantages of the new energy productivity analysis is that it accounts for both economic and energy performances of energy efficiency actions using only one metric. Specifically, the approach applies the concept of energy productivity to the building sector and accounts for both value added and energy savings of energy efficiency measures.

The demand for green buildings and to what extent firms will pay a premium price compared to conventional buildings is a lively debate. Policy instruments like the Swiss CO2-enactment and the Swiss Building Program encourage and incentivize investments in energy-efficient properties. Based on a corporate real estate survey, I investigate the premium percentage price firms are willing to pay for green buildings. On average, Swiss corporations are willing to pay a premium price of 3.0% for leasing, 4.75% for purchasing, and 5.0% for retrofitting.

In order to carry out an ex-post assessment of the completed Building Energy Efficiency Special Planning, a comprehensive ex-post assessment methodology is established. The methodology sets out the ex-post assessment criteria from three dimensions and 27 indexes, and apply the Fuzzy Synthetic Evaluation Method to build the ex-post assessment model. Applying the methodology, this research assesses the effectiveness of the Building Energy Efficiency Special Planning in Beijing during the “12th Five-Year Plan” period.
